This looks kinda interesting. I'm no longer a dedicated ufologist, so you might want to take this to Ray X to see if he's heard of Caret, and what he thinks about it. Meanwhile, I'm going to look into this further.
What I find unbelievable about this particcular story is Isaac's explanation for how he got his hands on the documents. Even in far less restrictive departments/agencies/bureaus of the US federal government (such as the one I worked for), there's a more thorough accounting for such stuff as toner and paper. Massive photocopies would be missed over a length of time.
I also find it incredulous that the security gurads just stopped checking his shirt. Even if they relaxed this at times, there would be periods of crackdown.
Right now, I'm leaning towards hoax for the reasons above, and for something else. Apparently, Isaac says that the "language" of instruction is the action itself. If so, one has to wonder why an acient Earth symbol (specifically the black sun of Sumerian folklore) is doing on the damn thing.
This is a more sophisticated hoax (if that's in fact what it is) in that much of the information concerning employers and protocols check out. I'm beginning to suspect, therefore, that the source of this information is the US government, or someone who actually worked with it.

bill, i`m honestly not a big fan of chicken but it would be better than some of the alternatives.
