Having read the whole article I think inhalable would be a better term.

i prefer to grasp at the first inference i can make and go from there.
the game is, of course, that there is a growing lobby of medical pot smokers out there and this is science`s answer.......
they can`t have people in altered states of consciousness......they would figure the game out.
